Buying opens a tier at once and selling closes it at once — that part never changes. On top of it, a wallet Arctic has read at or above its floor for seven days, with no reading below, gets a quarter more of every daily allowance. Days when nobody looked count in your favour: Arctic will not claim to have seen what it never read.
From the Holder tier you can issue keys under your own, each with its own daily cap. A room, a bot, a site, twenty people — none of them see your key, and revoking yours revokes every one of theirs. They all draw on your allowance, so what you hold is what they get.
